1. CALL TO ORDER. JUDGE EDWARDS
2. PRAYER AND PLEDGE.
3. ROLL CALL.
4. ADOPTION OF AGENDA. At the beginning of each
meeting, the agenda shall be approved. Any JP
may request an item be added to the agenda subject
to approval of the Quorum Court.
5. CITIZEN’S COMMENTS. Fifteen-minute comment
period with a three-minute limit for each individual
to comment on items on the agenda or other items.
6. APPROVAL OF MINUTES. Approval of the
minutes from the Quorum Court meetings in August.
7. A RESOLUTION RECOMMENDING CHANGES TO
THE COUNTY’S EMPLOYEE HEALTH INSURANCE
PLAN FOR 2017. This resolution was tabled at the
regular Quorum Court meeting on August 18. It has been
drafted based on the recommendations of Insurance
Consultant Nelson Driver. RICK COCHRAN
8. APPROPRIATION ORDINANCE: AN ORDINANCE
INCREASING THE SALARY RANGES FOR COUNTY
EMPLOYEES EFFECTIVE NOVEMBER 21, 2016;
AND MAKING THE NECESSARY BUDGET
ADJUSTMENTS IN VARIOUS FUNDS FOR
EMPLOYEES FALLING BELOW THE MINIMUM OF
THEIR GRADE RANGE. This is being recommended by
the Personnel Committee. TOM LUNDSTRUM
9. APPROPRIATION ORDINANCE. AN ORDINANCE
TO RAISE THE SALARIES AND WAGES OF
NON-ELECTED COUNTY EMPLOYEES BY
FOUR PERCENT (4%) OVER 2016 BASE PAY
FOR BUDGET YEAR 2017. This ordinance was
tabled at the special Quorum Court meeting on
July 28 as well as the regular Quorum Court meeting

10. DISCUSSION ON COUNTY MILLAGE RATES FOR
2016. At the August meeting, JP Rick Cochran
requested this item be placed this month’s agenda.
The Quorum Court is required to levy the county,
municipal, and school taxes for the current year
at its regular meeting in November of each year.
Currently, County General is levied at 3.9 mills,
County Road at 1.1 mills, and County Library at

2016 for DANCE by Eliese. This ordinance
contains an emergency clause making it effective
