3. Financial Reports. The Committee will review the monthly financial reports from County Treasurer Roger Haney and County Comptroller Cheryl Bolinger.
4. An Ordinance Creating An Additional Personnel Position In The County Clerk’s Budget; And Appropriating The Amount Of 4,166 From The General Fund To The County Clerk’s Budget For 2012. County Clerk Karen Pritchard presented this request to the Personnel Committee that is recommending it for funding consideration.
5. An Emergency Ordinance Directing The County Treasurer To Distribute Funds Received Pursuant To Act 799 Of 2003, Currently Being Held In The Game And Fish Commission Fund. Act 799 of 2003 and Act 893 of 2005 (A.C.A. §6-16-1101) established a fund to be distributed to schools and conservation districts that have programs that qualify for fish and wildlife conservation education. These revenues are generated from fines, fees and costs arising out of convictions of persons violating State laws protecting game, fish and wildlife. Washington County has received $12,534.95 for 2012.
6. Report from County Grant Administrator Wayne Blankenship on Grants Awarded to the County and Related Appropriation Requests and Resolutions Needed for the Submission of Grant Applications.
* A Resolution Authorizing The County Judge To Apply For A Rural Services Block Grant On Behalf Of The Lincoln Fire Department.
* A Resolution Authorizing The Washington County Judge To Submit A Grant Request To The Arkansas Rural Development Commission On Behalf Of The Rheas Mill Community.
* An Ordinance Recognizing Additional Revenues Of $31,167 In The JDC Grant Fund; And Appropriating $31,167 From The JDC Grant Fund To The Juvenile Detention Center Grant-In-Aid 2012/2013 Budget For 2012.
* An Ordinance Recognizing Additional Revenues Of $77,592 In The Law Enforcement Grant Fund; And Appropriating The Amount Of $77,592 From The Law Enforcement Grant Fund To The SCAAP 2012 Budget For 2012.
7. An Ordinance Authorizing The Issuance And Sale Of Capital Improvement Refunding Revenue Bonds (Historic Courthouse Project), Series 2013 For The Purpose Of Refinancing The Costs Of Renovating, Furnishing And Equipping The Historic Courthouse; Providing For The Payment Of The Principal Of And Interest On The Bonds; Prescribing Other Matters Relating Thereto; And Declaring An Emergency. Crews & Associates Investment Bankers will be in attendance to discuss this item with the Committee.
8. An Emergency Ordinance Amending Washington County Code 2-47.2 Regarding Holiday Incentive Pay. This ordinance is being brought to the Committee by the County Attorney.
