2. Adoption of Agenda.
3. Financial Reports. The Committee will review the monthly financial reports from County Treasurer Roger Haney and County Comptroller Cheryl Bolinger.
4. An Ordinance Authorizing The Issuance And Sale Of Capital Improvement Refunding Revenue Bonds (Historic Courthouse Project), Series 2013 For The Purpose Of Refinancing The Costs Of Renovating, Furnishing And Equipping The Historic Courthouse; Providing For The Payment Of The Principal Of And Interest On The Bonds; Prescribing Other Matters Relating Thereto; And Declaring An Emergency. Last month the Finance Committee asked Crews & Associates Investment Bankers to prepare this ordinance for discussion.
5. Review of an Ordinance Reducing Full-time Salary Line Items in Various County Budgets and Restoring Those Funds to Unappropriated Reserves for 2012. The 2012 Budget Controls state that surplus personnel appropriations shall be de-appropriated from Full-time Salaries on a quarterly basis (April/July/October). These surplus funds shall be restored to unappropriated reserves. This ordinance will be distributed at meeting time.
6. Request to Recognize and Appropriate Monies in the General, Drug Enforcement-State, Drug Enforcement-Federal, and Boating Safety Funds for 2012. These are the 3rd quarter monies received from drug seizure/forfeitures in Washington County, Sheriff’s Work Release Program, and the Spay/Neuter Program.
7. Report from County Grant Administrator Wayne Blankenship on Grants Awarded to the County and Related Appropriation Requests and Resolutions Needed for the Submission of Grant Applications.
• An Ordinance Recognizing Additional Revenues Of $3,182 In The General Fund; And Appropriating The Amount Of $3,182 From The General Fund To The Civil Defense Budget For 2012.
• An Ordinance Anticipating Additional Revenues Of $325,000 In The Drug Court Grant Fund; And Appropriating The Amount Of $325,000 From The Drug Court Grant Fund To The SAMHSA Grant Budget For 2012.
• An Ordinance Anticipating Additional Revenue Of $13,781 In The Law Enforcement Grant Fund For 2012; And Appropriating $13,781 From The Law Enforcement Grant Fund To The JAG Grant 2012 Budget For 2012.
• An Ordinance Anticipating Revenue Of $191,005 In The Dem Grant Fund; And Appropriating $191,005 From The DEM Grant Fund To FY 2012 State Homeland Security Grant Program Secondary Budget For 2012.
8. Request from Sheriff Tim Helder to Change a Jail Corporal Position to a Jail Sergeant Position in the Jail Budget for 2012. The Personnel Committee has recommended this request to the Finance Committee.
9. Request from County Judge Marilyn Edwards for a Salary Increase for the County Attorney.
10. Appropriation Request from County Coroner Roger Morris for $10,700 from the General Fund to Operational Line Items in the Coroner’s Budget for 2012.
11. Other Business. Any other business to be discussed by the Committee will be brought up at this time.
