A G E N D A
1. Call to Order.
2. Adoption of Agenda.
3. Financial Report. County Treasurer Roger Haney and County Comptroller Cheryl Bolinger will update the Committee on the monthly financial report.
4. Discussion on the Outsourcing of County Services.
5. Appropriation Request from the County Judge for the Addition of a Pod at the Juvenile Detention Center. John Dupree with Polk Stanley Wilcox Architects will be present to discuss this project and provide cost estimates.
6. An Ordinance Transferring Monies Within The Buildings & Grounds Budgets In The General And Jail Funds For 2011. The money transferred will be used to replace three vehicles used by the maintenance departments.
7. Request from County Judge Marilyn Edwards to Delete the Full-Time Staff Development Coordinator Position in the Juvenile Detention Budget and Transfer These Monies to Part-time Salaries.
8. Request to Recognize and Appropriated Revenues of $21,376 in the Juvenile Court Representation Fund. These funds are generated under Ark. Code Ann. 9-27-326 that established this fund to collect juvenile fees and costs to offset expenses of juvenile cases.
9. Request for an Appropriation of $2,844 from the County Library Fund to the Personnel Line Items in the County Library Budget for 2011. The Personnel Committee is recommending that the Assistant Library Director be moved up to the 3rd quartile of Grade 21.
10. Report from County Grant Administrator Wayne Blankenship on Grants Awarded to the County and Related Appropriation Requests and Resolutions Needed for Submission of Grant Applications:
* A Resolution Authorizing The County Judge To Apply For An Arkansas Rural Development Commission Grant On Behalf Of The Washington County Sheriff’s Office.
11. An Ordinance Reducing Short-Term Contingencies in the General Fund by $75,000; and Appropriating $75,000 from the General Fund to the County Judge-Emergency Budget for 2011. This appropriation request is for an emergency fund to be used only if a disaster is declared by the County Judge. If this request is approved, the Quorum Court will also need to amend the 2011 Budget Controls.
12. Request for Position Changes Within the Department of Emergency Management, and the Transfer of Monies to Part-time Salaries. These changes have been recommended by the Personnel Committee and are budget neutral.
13. A Resolution Regarding Additional Exemptions To A.C.A. §14-22-106 Pertaining To The Solicitation Of Bids. This is being brought to the Committee by County Attorney George Butler.
14. Review of an Ordinance Reducing Full-time Salary Line Items in Various County Budgets and Restoring Those Funds to Unappropriated Reserves for 2011. The 2011 Budget Controls state that surplus personnel appropriations shall be de-appropriated from Full-time Salaries on a quarterly basis (April/July/October). These surplus funds shall be restored to unappropriated reserves except in the General Fund where the surplus funds shall be restored to short-term contingencies. (This item was tabled last month due to computer issues.) The ordinance will also contain the adjustments needed for the salary bonus given to county employees in July. This ordinance will be distributed at meeting time.
15. Other Business. Any other business to be discussed by the Committee will be brought up at this time.
