1.    Call to Order – Gary Carnahan, Chair

2.    Adoption of Agenda.

3.    Introduction of Sub-Committee Members:  Members of the Jail Fees and Court Costs Sub-Committee are: Gary Carnahan (Chair), John Firmin, Candy Clark, Tom Lundstrum, and Ann Harbison.

4.    Review Purpose for the Sub-Committee:  Twofold purpose: (1) To find additional sources of funds to reduce general fund dollars being required for jail operations, and (2) To make payments and fees equitable for all the cities in Washington County.

5.    Review Funding Sources for the Jail:  Sales tax, grants, fees, etc. in a pie chart illustrating the relative amount or percentage of each source and a table of the major categories with real dollar amounts and the total.

6.    Review Funding Shortages for the Past Three Years.  Amount required from the General Fund for the Jail to balance the books at year end.

7.    Discuss the Differences from a “Per Day” Fee and a “Booking” Fee.

8.    Review Funding Expected From the Fayetteville Agreement and the Types of Arrests and Actions That Will Be Charged; Is This a “Per Day” Fee or a One Time “Booking” Fee?

9.    Review the Types of Arrests and Actions That Can Be Charged to the Smaller Cities. 

10.  Project the Amount of Revenue That Could Be Received from the Smaller Cities If They Were Charged the Same as the Fayetteville Agreement.

11.  Discuss Other Methods Or Fees That Might Be Considered.

12.  Discuss Implications of Introducing a Fee for the Smaller Cities.

13.  Discuss the Action the Sub-Committee Should Take At This Meeting or At Future Meetings.

14.  Other Business. Any other business to come before the Sub-Committee will be discussed at this time.

15.  Citizen Comments.

16.  Adjournment.
